
Peter is currently Associate Director of the Blavatnik School of Government, the Barnett Professor of Social Policy and a professorial fellow of St Cross College. Prior to his secondment to the Blavatnik School, he was head of the Department of Social Policy.
Peter has published widely on housing policy and, in recent years, on social security policy in relation to people on the margins of the labour market. His current research includes both comparative and historical perspectives and is focused on two main themes:
1. The relationship between housing and the welfare state, especially in relation to income-related housing allowances. This research is particularly concerned with the design, role and reform of housing allowances and their impact upon claimants.
2. The political economy of private renting. This research examines the impact of housing and other public policies (such as taxation) on the private rental market.
His research has been funded by the Joseph Rowntree Foundation, ESRC, Department for Work & Pensions, Department of Communities & Local Government, Scottish Government, New Zealand Ministry of Housing, and the Norwegian State Housing Bank.
For many years, Peter has contributed to policy debates on housing, particularly in relation to housing allowance reform and private renting. He has been consulted by officials in Britain and overseas and was recently special advisor to the House of Commons Select Committee's Inquiry into the Local Housing Allowance.
He was elected to the Academy of Social Sciences in 2011.
